ErrorInShutSend.seq - ERROR chunk is received in SHUTDOWN-SENT state
To check that if ERROR chunk is received in SHUTDOWN-SENT state then the
endpoint should discarded the ERROR chunk.

Operation Error is not considered fatal in and of itself, but may be
